The American Heart Association (AHA) is looking to fill a Government Relations Director position in our Founders Affiliate office located in Albany, NY. The Director will manage, plan, direct and implement specific Public Policy Campaign activities, as identified by the Affiliate Vice-President of Government Relations, for the State of New York to influence local, state, and national public issues related to the American Heart Association/American Stroke Association mission. This position is also responsible for identifying, cultivating, and managing state health alliances that support and enhance AHA/ASA’s ability to achieve its strategic goals and objectives.

Essential Job Duties:

Include, but are not limited to:


  • Develops, in conjunction with Government Relations Leadership and other department staff and in consultation with health integration field staff and volunteers appropriate Advocacy and Government Relations Campaign Plans, and oversees its implementation.

  • Develops, in conjunction with Government Relations Leadership and other department staff and in consultation with health integration field staff and volunteers an appropriate Advocacy and Government Relations Grassroots recruitment, retention and training plan. Including a Social Media activation plan in compliance with AHA Social Media guidelines

  • Manages and implements advocacy campaigns to successfully drive AHA/ASA public policy agenda through state legislative and/or regulatory process.

  • Maximizes relationships with other public and elected officials, organizations and corporations to enhance AHA recognition and policy objectives.

  • Ensures that the state health department is committed to and actively engaged in appropriate efforts and activities to address the prevention of heart disease, stroke and related risk factors.

  • Strives to achieve the full leveraging of state and federal funds, programs and services available to state health department to address heart disease, stroke and related risk factors.

  • Leverage state health department authority and influence over local public health programs and activities at the community level. Identify opportunities to involve key AHA/ASA volunteers in state and local health department relationship efforts and program activities.

  • At a minimum, attends and monitors various state health department regulatory and advisory board and committee meetings with a role or influence over state health department programs or services of interest to the AHA/ASA. Ideally, serves on advisory or steering committees established to help oversee and guide heart disease and stroke prevention programs and efforts.

  • Seeks out and develops strategic relationships with other entities and organizations with complimentary interests in the activities of the state health department that advance the AHA/ASA strategic priorities.

  • Ensures compliance with all applicable Local, State and Federal laws regarding lobbying and electioneering.

Field consultation

Develop and extends relationships at the state level in support of AHA/ASA priorities. Cultivate and leverage the influence and authority of state health departments and other governmental agencies have to address the Association’s heart disease, stroke and risk factor priorities. In order to most effectively fulfill these responsibilities, the position would serve and be responsible for the following:

  • Works closely with communications, marketing, and programs staff to assure effective implementation of advocacy activities related to the specific portfolio of issues assigned.

  • Serves as primary field consultant for local advocacy activities related to the assigned policy portfolio.

  • Provides field training as needed.

  • Cultivation of State-based opportunities to implement national initiatives related to Cardiovascular disease prevention.

  • Cultivation of opportunities to advance stroke prevention priorities.

  • Identification and development of opportunities to influence payers to adopt guidelines.

  • Assists Mission Advancement and other Revenue Development staff in cultivating potential donors and supporters on an as needed basis

Government Relations

  • Recruits for grassroots legislative network and mobilizes volunteers and staff on AHA/ASA policy and mission priorities.

  • Develops relationships with local, state, and federal officials and their staffs.

  • Manages relationships with partner organizations to build coalitions in support of AHA/ASA policy priorities

  • Knowledge of government relations, public policy, political process, social movements marketing principles, including product marketing, corporate branding, retail marketing and cross-promotions, and point-of-sales promotions.

  • Demonstrated excellence in written communications skills.

  • Demonstrated skills in effective one-on-one and group communications and work with all levels of government and community leaders, and AHA volunteers and staff.

  • Ability to deal professionally in a corporate and non-profit environment and assume responsibility for guiding projects and programs from inception through completion.

  • Ability to effectively direct, coach, monitor, edit and supervise professional volunteers.

  • Knowledge of the principles and practices of strategic planning, budgeting, and managing work.

  • Demonstrated ability to simultaneously manage multiple, complex projects in varying stages of development under time pressure.

  • Ability to handle negotiation and work in a team environment.

  • Ability to demonstrate good organizational skills and the ability to plan and act independently on projects with minimal supervision.

  • Ability to conceptualize and reason through problems to workable solutions.

  • Ability to work in a fast-paced environment and, as needed, outside standard business hours.

  • Ability to travel in the geographical area served, and to travel on overnight business trips.

  • Satisfactory background and reference checks upon offer of employment.


Bachelor’s degree in health education, education, health administration, political science, public policy, public administration, or related discipline from an accredited university. Master’s Degree preferred. College coursework combined with related experience may be substituted for a degree. Related experience may be substituted as follows: 1 ½ years experience equates to 1 full time year of higher education.


Minimum of five years of experience in managing community health promotion, educational programs, local government, or related field. Prior experience in Government Relations, Community Relations, Policy Campaign management and/or Public Policy Lobbying preferred. This experience may also count towards satisfying this position’s educational requirement.
